Subject: Mobile Payment Services for Small Games of Chance
 
In the near future, we will reintroduce SB667 of 2023 which will modernize the small games of chance law to allow non-profit organizations to accept online payments for their fundraising efforts, such as raffles.
 
The existing payment options for small games of chance in Pennsylvania are limited and antiquated, only allowing cash or check. This outdated law significantly hinders fundraising efforts by volunteer fire companies, churches, youth sports leagues, veterans’ groups, and other civic organizations that rely on small games of chance as a fundraising mechanism for charitable contributions.
 
Our legislation has already been approved in at least 25 other states. It also has been vetted by numerous stakeholders, and fine-tuned to ensure it complies with laws already in place with regard to age requirements. The bill further clarifies it does not allow for online play or live drawings. It has strong bipartisan support, and its prior co-sponsors include Senators Phillips-Hill, Flynn, Bartolotta, Stefano, Hutchinson, J. Ward, Dillon, Brooks, and Pennycuick. It was approved with a 47-1 vote in the Senate but, unfortunately, did not receive House floor consideration prior to the end of the legislative session.

We live in a cashless society, and utilization of mobile payment services is becoming increasingly commonplace. Allowing this type of 21st century technology will be a simple way we can allow people to conveniently participate in fundraisers across the Commonwealth.
