Subject: Yearly Land Rent Increase Cap for Manufactured Homes
 
I will soon reintroduce legislation to amend Section 4.1 of the Manufactured Home Community Rights Act 261 to establish a cap on the amount of yearly land rent increases that can be imposed on residents of manufactured home communities across the Commonwealth of Pennsylvania.

Manufactured homes are built in two separate halves in a factory and then assembled on site. In these communities, residents own their homes but do not own the land beneath them. These communities provide an essential source of affordable housing, particularly for seniors on fixed incomes, veterans, and individuals with disabilities.

Because it is neither practical nor affordable for residents to relocate their homes, they are left with limited options. This has created an opportunity for large corporations to purchase the land these homes sit on and impose excessive rent increases. Housing is a basic right, and Pennsylvanians, particularly those in vulnerable situations, should not be exploited by exorbitant rent hikes.

This legislation was previously introduced as SB861 and was co-sponsored by Senators Costa, Saval, Pennycuick, Muth, Kearney, Kane, Brewster, Cappelletti, Santarsiero, Street, Mastriano, Comitta, Boscola, and Collett.

By capping annual land rent increases, we can ensure more affordable and equitable housing for all Pennsylvanians living in manufactured home communities. I urge you to join me in co-sponsoring this critical legislation.
