Senate of Pennsylvania
Session of 2025 - 2026 Regular Session

MEMORANDUM

Posted: December 5, 2024 11:31 AM
From: Senator Kristin Phillips-Hill
To: All Senate members
Subject: Gaming Expansion for Property Tax Relief

In the near future, I will reintroduce Senate Bill 417 of last session to amend the Gaming Code requiring additional revenue produced to be used for property tax relief. Specifically, my legislation will add language to Title 4 directing all new revenue generated from the expansion of gaming into the Property Tax Relief Fund.

The Gaming Act was originally intended to provide the residents of Pennsylvania with property tax relief through the use of slot machines as a source of new revenue. The Commonwealth, at that time, estimated $1 billion in annual revenue would be generated, a figure which has never been realized.

When the Commonwealth authorized the expansion of gaming to include table games, contrary to the original promise made with slot revenue, there was no additional property tax relief for Pennsylvanians. As the state continues to debate expansion of gaming, I believe the Commonwealth should again ensure the revenue is used to provide much needed and long-awaited property tax relief.

Please join me in cosponsoring this legislation to honor the original intent of the Gaming Act by ensuring new gaming revenue is used to provide property tax relief.

Previous cosponsors include Senators Gebhard and J. Ward.
