Subject: Temporary Disability Parking Placards in Legislative Offices & Authorized Organizations
 
I will be reintroducing Senate Bill 813 from the 2023-2024 legislative session, which will allow constituents to obtain temporary disability parking placards in legislative district offices or from authorized organizations (a nationally recognized nonprofit, not-for-profit or private business authorized as an online messenger with PennDOT), rather than waiting to receive them in the mail from PennDOT.

Under the current process for obtaining a temporary disability parking placard, the application is mailed to PennDOT, who then mails the temporary placard directly to the constituent. This could take approximately two weeks.  Alternatively, the constituent may use an online application, which can take up to six to eight weeks.  For an individual with some type of disability, this waiting period can be very difficult and even detrimental to their health and safety.

This legislation will streamline the process, save money, and allow constituents to walk out of their legislative office or authorized organization with their temporary disability parking placard on the same day they submit their application.  By enabling legislative offices to issue temporary placards, it will ease the burden on so many of our constituents who will no longer have to wait to receive their placard.
