Subject: Enhancing Efficiency of Controlled Substance Scheduling
 
In the near future, we will re-introduce legislation to amend our Controlled Substance Act to automatically schedule a substance in the Commonwealth if the substance is added to the schedule of controlled substances at the federal level. This proposal is projected to aid law enforcement in combating the opioid epidemic and provide better safeguards for keeping dangerous substances out of the wrong hands.

Drug traffickers are constantly updating chemical compounds to skirt the law, and the scheduling process in our Commonwealth has struggled with inefficiency. It is virtually impossible for Pennsylvania law to keep up with every latest chemical concoction, each one more dangerous than the next.

Our legislation will specifically amend the Controlled Substance, Drug, Device and Cosmetic Act to allow for the automatic scheduling of a substance if that substance is added to a schedule under Federal law. This will ensure continuity between state and federal law and allow our Commonwealth to swiftly take action on dangerous substances emerging in out-of-state markets before they reach our streets.

This measure was introduced last session as SB 959, which received approval in the Senate but stalled in the House.  

It's time to join the many other states that have already implemented this language to fight against drug trafficking. Thank you for your consideration in joining us to co-sponsor this important legislation.
