Subject: Constitutional Amendment: Providing for Voter Identification
 
In the near future, I plan to introduce legislation amending the Pennsylvania Constitution to require voters to provide valid identification in order to cast a vote in an election.
 
If approved in two consecutive legislative sessions, this measure would place a proposed amendment on the ballot, letting voters decide whether identification should be required to cast a vote in each election. The forms of ID would be the same as those already acceptable for first-time voters in Pennsylvania. By doing so, this proposal will enhance election security and increase voter confidence in our most fundamental democratic process.
  
In 2021, Franklin & Marshall College conducted a poll and found that a large majority of Pennsylvania voters support strengthening the state’s voter ID requirements. According to the poll, 74% of respondents, including 77% of Independents, favored voter identification requirements at the polls.
 
Currently, thirty-six states have laws requesting or requiring voters to show some form of identification at the polls.
 
Pennsylvania would be among several other states to have a Voter ID requirement in the constitution, as Arkansas and North Carolina have both previously approved ballot measures to amend their state constitution to require photo voter identification.
