An Act establishing the Affordable Housing Trust Fund; providing for a referendum for incurring indebtedness in the amount of $50,000,000 for affordable housing for low-income and moderate-income residents of this Commonwealth; dedicating a portion of the realty transfer tax and imposing a surcharge on the recording of deeds and mortgages for the purposes of the fund; and creating the Affordable Housing Trust Fund Board to administer the fund and providing for its powers and duties.
