MEMORANDUM

Posted: March 20, 2020 10:40 AM
From: Representative Michael J. Driscoll
To: All House members
Subject: Event Ticketing Purchase Protection

Upon the issuance of a state of emergency, ticket purchasers may be left holding tickets to a cancelled event. During such extraordinary times, concern about getting their money back is the last thing consumers should have to worry about. Especially when they may need the money to see their family through a crisis.

Thus, my legislation will require ticket issuers to provide consumers with a full refund upon the issuance of a state of emergency of the full purchase price of the ticket within 30 days of receipt of a request. Consumers holding tickets to a cancelled event may request a refund in writing or electronically on the issuers Internet website, when available.

We have a responsibility as representatives to protect Pennsylvania consumers, especially under circumstances arising from a state of emergency in the Commonwealth. I hope that you will join me in supporting this legislation to ensure consumers receive the full refunds they deserve.
