Subject: Requiring Reporting of School Building Conditions
 
When the School Construction and Facilities (commonly known as PlanCon) Advisory Committee completed their report in May of 2018, they included a number of recommendations.
 
As a result of their report, Act 70 of 2019 addressed many of these recommendations including a requirement that the Pennsylvania Department of Education (PDE) develop guidelines for school districts and career and technology centers to voluntarily report information every 10 years related to building safety, inventory, and condition.  To date, those guidelines have not been made public and schools have not been able to submit building condition assessments.
 
My legislation would direct PDE to make the guidelines available by September 2023 and require schools to submit their building condition assessments every 5 years.  Failure to complete and submit an assessment would result in the school being ineligible to receive program grant funding.
 
With billions of federal dollars given to schools for COVID related expenses including building improvements, and requests for more money from the state, this information is of vital importance, as soon as possible.
