Section 12. Department staff and pipeline inspection staff.
(a) Department staff.--Within three months of the effective
date of this section, the department shall dedicate 100
employees to administering the duties and responsibilities
imposed on the department by this act. The department may not
designate current employees to meet the requirements of
dedicating and maintaining 100 employees under this subsection.
(b) Pipeline inspection staff.--

(1) Within three months of the effective date of this

least 50 additional pipeline inspectors to perform the duties
and responsibilities imposed on the department under this
act. The department may not designate current employees to
