or if the municipality determines that there is a need
for a review
Amend Bill, page 2, line 29, by inserting after "receipts,"
billing systems,
Amend Bill, page 2, line 30, by striking out "contracts" and
inserting
transparency of contracts and how the contracts are
awarded
Amend Bill, page 2, line 30, by inserting after "investments"
, compliance with relevant Federal and State statutes,
conflicts of interest by the authority and its board members,
staff and contractors
Amend Bill, page 3, lines 2 through 4, by striking out "In
the course of performing an A FINANCIAL audit " in line 2 and all
of lines 3 and 4 and inserting
If the review by the municipality is conducted within a
year of an authority's annual audit required under paragraph
(2), the review shall be done at the expense of the
municipality and the authority shall be exempt the following
fiscal year from conducting an audit. If the review by the
municipality is being done due to the failure of the
authority to make an annual audit, the review shall be at the
expense of the authority.
