transfer of State highways, further providing" in line 2 and all
of lines 3 and 4 and inserting
in taxes for highway maintenance and construction, further
providing for allocation of proceeds.

said lines on said pages and inserting
Section 1. Section 9511 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 9511. Allocation of proceeds.

(e.2) Allocation for Traffic Signal Modernization Pilot
Program.--
(1) From money appropriated to the department for the
purpose, the Traffic Signal Modernization Pilot Program is
established as a pilot program within the department to
provide financial assistance to municipalities for installing
and maintaining traffic signal technologies at existing
traffic control signals.
(2) Traffic signal technologies installed with financial
assistance under this subsection shall connect to a central
location using the Commonwealth communications network.
(3) Municipalities shall not be required to provide
matching funds in order to receive financial assistance under
this subsection.
(4) Traffic signal technologies eligible for funding
under this subsection include any of the following:
(i) A system that synchronizes and times traffic
signals.
(ii) Adaptive signal control technology that
utilizes sensors to monitor traffic flow, vehicle delay
and queues in order to optimize the timing plan of the
traffic signal in real time.

(iii) Controller, detection and communication
technology to support traffic signal timing and
synchronization updates using automated traffic signal
performance measures.
(iv) Controller and communication technology to
support unified command and control.
