A RESOLUTION 1 Requesting the Intergovernmental Affairs Committee to review 2 current Federal and State laws that place excessive burdens 3 on families, businesses and local governments. 4 WHEREAS, Last November voters sent a message saying that 5 government is too big, too expensive and too intrusive, and the 6 challenge now before the nation's legislatures is to make 7 government smaller and better; and 8 WHEREAS, The Federal Government has been trying to 9 micromanage state governments for decades and it is time to 10 change directions; and 11 WHEREAS, The tenth amendment to the Constitution of the 12 United States gave the states those powers not specifically 13 reserved to the Federal Government, and the Federal Government 14 has, in many areas, overstepped these boundaries; and 15 WHEREAS, Because states should not make the same mistake with
1 local governments that the Federal Government does with the 2 states, a review of the laws of this Commonwealth should be 3 completed in an effort to seek the proper constitutional balance 4 between all levels of government; therefore be it 5 RESOLVED, That the Intergovernmental Affairs Committee of the 6 House of Representatives conduct a review of Federal laws that 7 affect this Commonwealth at all levels of government and of 8 State laws that affect local governments; and be it further 9 RESOLVED, That the Intergovernmental Affairs Committee may 10 hold hearings, take testimony and make its inquiries and 11 investigations at such places and at such times as it deems 12 necessary. Each member of the committee shall have the power to 13 administer oaths and affirmations to witnesses appearing before 14 the committee; and be it further 15 RESOLVED, That Intergovernmental Affairs Committee, when 16 warranted, shall recommend appropriate legislation or regulatory 17 changes to current Federal and State law.
