HOUSE RESOLUTION

No. 35 Session of 2007


        INTRODUCED BY JOSEPHS, D. EVANS, COHEN, BISHOP, BLACKWELL,
           CALTAGIRONE, CURRY, FRANKEL, JAMES, KULA, MANDERINO, MELIO,
           M. O'BRIEN, PARKER, SONNEY, J. TAYLOR, WILLIAMS, YOUNGBLOOD
           AND DONATUCCI, JANUARY 30, 2007

        REFERRED TO COMMITTEE ON JUDICIARY, JANUARY 30, 2007

                                  A RESOLUTION

     1  Directing the Judiciary Committee to study new technologies to
     2     identify firearms used in a crime and report its findings and
     3     recommendations to the House of Representatives.

     4     WHEREAS, Gun violence is at an epidemic level in Pennsylvania
     5  with more than 500 Pennsylvanians murdered by a firearm in 2005;
     6  and
     7     WHEREAS, Law enforcement needs every tool available to
     8  prevent gun crime; and
     9     WHEREAS, New technologies have been developed to help
    10  identify a firearm used in a crime; therefore be it
    11     RESOLVED, That the House of Representatives direct the
    12  Judiciary Committee to study methods to trace the perpetrators
    13  of gun crimes through the use of technologies available to
    14  identify firearms used in a crime; and be it further
    15     RESOLVED, That the Judiciary Committee include in its
    16  investigation specific findings and recommendations relating to
    17  technology that is designed to equip firearms with a microscopic


     1  array of characters that identify the make, model and serial
     2  number of the firearm, which are imprinted on each cartridge
     3  case when the firearm is fired; and be it further
     4     RESOLVED, That the Judiciary Committee hold hearings, take
     5  testimony and make its investigation at such places as it deems
     6  necessary in this Commonwealth; and be it further
     7     RESOLVED, That the House of Representatives direct
     8  Commonwealth agencies to assist the Judiciary Committee in its
     9  investigation; and be it further
    10     RESOLVED, That the Judiciary Committee have the power to
    11  obtain from any group or individual information helpful to
    12  reaching its findings and recommendations; and be it further
    13     RESOLVED, That the Judiciary Committee submit a report of its
    14  findings together with its recommendations for any appropriate
    15  legislation or other action to the House of Representatives not
    16  later than six months after the adoption of this resolution.
