A RESOLUTION
Establishing, authorizing and empowering the Select Committee on
the Strategic Competition Between Pennsylvania and the
Chinese Communist Party to investigate, review and make
findings and recommendations concerning the status of the
Chinese Communist Party's economic, technological and
security progress and its competition with this Commonwealth.
RESOLVED, That the House of Representatives establish,
authorize and empower the Select Committee on the Strategic
Competition Between Pennsylvania and the Chinese Communist Party
(hereinafter "CCP"), to investigate, review and make findings
and recommendations concerning the status of the CCP's economic,
technological and security progress and its competition with
this Commonwealth; and be it further
RESOLVED, That the select committee consist of six members of
the House of Representatives, including three members from the
majority party of the House of Representatives as selected by
the Majority Leader and three members from the minority party of
the House of Representatives as selected by the Minority Leader;
and be it further

RESOLVED, That the Majority Leader and the Minority Leader of
the House of Representatives each appoint a co-chair of the
select committee from among the members of the select committee;
and be it further
RESOLVED, That the select committee hold hearings, call
witnesses, take testimony and seek out additional resources to
complete the work of the select committee; and be it further
RESOLVED, That the select committee be authorized to sit
during the sessions of the House of Representatives; and be it
further
RESOLVED, That the expenses of the select committee
investigation be paid by the Chief Clerk from appropriation
accounts under the Chief Clerk's exclusive control and
jurisdiction upon a written request approved by the Speaker of
the House of Representatives, the Majority Leader of the House
of Representatives or the Minority Leader of the House of
Representatives; and be it further
RESOLVED, That the select committee be authorized to report
to the House of Representatives from time to time the results of
the investigation, together with such detailed findings, policy
recommendations and legislative proposals as it may deem
advisable; and be it further
RESOLVED, That the select committee make a final report of
its findings and any recommendations for remedial legislation or
other appropriate action to the House of Representatives on or
before December 31, 2023.
