INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, MARCH 2, 1999
A RESOLUTION 1 Declaring March 1999 as "Arts in Education Month" and March 9, 2 1999, as "Arts in Education Day" in Pennsylvania. 3 WHEREAS, The arts enrich so many aspects of our lives, 4 including education, business, the built environment and the 5 quality of our homes and communities; and 6 WHEREAS, The arts evoke our creative spirit, moving us to 7 explore, imagine and reflect, and the arts promote the 8 emotional, mental and physical well-being of all Pennsylvanians;
1 and 2 WHEREAS, It is through the arts that we are moved to discover 3 the full potential of our human creativity; and 4 WHEREAS, The arts allow us to accentuate self-expression and 5 communicate our thoughts, emotions and beliefs as individuals, 6 communities and cultures in diverse media, presenting them for 7 the viewing and enjoyment of others; and 8 WHEREAS, Citizens rely on the arts to transcend cultural 9 barriers and teach us of the diverse society in which we live; 10 and 11 WHEREAS, The arts encourage us to develop human empathy and a 12 common understanding of ourselves as Pennsylvanians; and 13 WHEREAS, Arts education has been demonstrated to develop 14 discipline, creativity and the cognitive and social skills that 15 effectively prepare students for life and work in the 21st 16 century; and 17 WHEREAS, Arts education allows students to examine and 18 appreciate the arts of our culture and of other cultures; and 19 WHEREAS, Education of our children is the foundation of our 20 Commonwealth's future; and 21 WHEREAS, With proper instruction and enthusiasm, our children 22 can find joy and self worth in expression of their artistic 23 interests; and 24 WHEREAS, Arts educators and artists-in-education foster 25 knowledge and awareness of the importance of the arts in all of 26 our lives and contribute to the values and principles of our 27 Commonwealth through the use of the arts; therefore be it 28 RESOLVED, That the House of Representatives commend school 29 arts educators and thank them for their service to our children 30 and to our Commonwealth; and be it further 19990H0046R0671 - 2 -
1 RESOLVED, That every child in this Commonwealth receive a 2 well-rounded education including an extensive, high-quality 3 program of the arts taught by certified arts specialists; and be 4 it further 5 RESOLVED, That the House of Representatives declare March 6 1999 as "Arts in Education Month" and March 9, 1999, as "Arts in 7 Education Day" in Pennsylvania.
