A RESOLUTION
Encouraging the creation of urban teaching programs.
WHEREAS, The Commonwealth is facing a teacher shortage,
especially in urban areas; and
WHEREAS, Future generations of educators require preparation
in the challenges and rewards of teaching within an urban
environment; and
WHEREAS, To attract gifted and talented students to the
profession of teaching in urban schools, it is necessary to
develop participants' teaching skills with an emphasis on
teaching in a diverse environment; and
WHEREAS, An urban teaching program provides the best forum to
examine current school practices and determine strategies to
adapt these practices to better meet the needs of an urban
teaching environment and encourage positive attitudes towards
teaching as a career; and
WHEREAS, Students enrolled in urban teaching programs benefit
most when practicums split education time between the urban
schools environment and urban community advocacy organizations

which emphasize creative thinking, problem solving and
leadership skills; and
WHEREAS, Urban teaching programs will achieve these goals by
emphasizing creative thinking, problem solving and leadership
skills; therefore be it
RESOLVED, That the House of Representatives encourage
institutions of higher education in this Commonwealth to
establish urban teaching programs and permit students to prepare
and immerse themselves in serving in urban schools.
