                                     AN ACT

     1  Amending the act of December 16, 1986 (P.L.1641, No.187),
     2     entitled "An act providing for the operation of vending
     3     facilities by licensed blind persons; creating a Committee of
     4     Blind Vendors; granting powers to and imposing duties upon
     5     the committee; and granting powers to and imposing duties
     6     upon an administrative unit in the Department of Public
     7     Welfare," further defining "State property."

     8     The General Assembly of the Commonwealth of Pennsylvania
     9  hereby enacts as follows:
    10     Section 1.  The definition of "State property" in section 2
    11  of the act of December 16, 1986 (P.L.1641, No.187), known as the
    12  Little Randolph-Sheppard Act, is amended to read:
    13  Section 2.  Definitions.
    14     The following words and phrases when used in this act shall
    15  have the meanings given to them in this section unless the
    16  context clearly indicates otherwise:
    17     * * *
    18     "State property."  Property owned or leased by the State
    19  government or an agency of the State government and designated
    20  by the bureau as appropriate for participation in the Business

     1  Enterprise Program. The definition shall not include property
     2  which is owned or leased for:
     3         (1)  Rest, recreation and safety rest areas on the
     4     national system of interstate and defense highways.
     5         (2)  Institutions of higher learning except as provided
     6     in section 9.
     7         (3)  Institutions of the Department of Corrections.
     8         (4)  Institutions for the mentally ill.

    10     Section 2.  This act shall take effect in 60 days.
