HOUSE RESOLUTION

No. 143 Session of 1999

        REFERRED TO COMMITTEE ON RULES, APRIL 19, 1999

                                  A RESOLUTION

     1  Directing a study on the Philadelphia stadium projects.

     2     WHEREAS, The General Assembly has enacted legislation
     3  committing $170 million of Commonwealth financing to assist in
     4  the construction of two sports stadiums within the City of
     5  Philadelphia; and
     6     WHEREAS, The Commonwealth has a substantial fiscal and public
     7  policy stake in the success of these stadium projects; and
     8     WHEREAS, Any failures in stadium planning or site selection
     9  could lead to lost economic opportunities, diminished tax
    10  revenues, dissatisfied fans, serious traffic problems and
    11  community disruption; and
    12     WHEREAS, Site selection will be critical to the success of
    13  the two stadium projects which will be constructed within the
    14  City of Philadelphia; therefore be it
    15     RESOLVED, That the House of Representatives direct the
    16  Subcommittee on Cities, Counties - First Class of the Urban
    17  Affairs Committee to conduct a thorough study of the site

     1  selection process for the baseball stadium and football stadium
     2  to be constructed within the City of Philadelphia, including
     3  potential sites for such stadiums; and be it further
     4     RESOLVED, That the subcommittee be empowered to hold hearings
     5  within the City of Philadelphia and elsewhere within this
     6  Commonwealth, to take testimony and to make its investigations
     7  at such places as it deems necessary in this Commonwealth; and
     8  be it further
     9     RESOLVED, That each member of the subcommittee have the power
    10  to administer oaths and affirmations to witnesses appearing
    11  before the subcommittee; and be it further
    12     RESOLVED, That the committee assist the subcommittee to the
    13  full extent practicable; and be it further
    14     RESOLVED, That the subcommittee report its findings, together
    15  with its recommendations for remedial legislation or other
    16  appropriate action, at the earliest practicable date to the
    17  House of Representatives.
