        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 14, 1999

                                  A RESOLUTION

     1  Designating the week of September 26 through October 2, 1999, as
     2     "Voter Awareness Week" in Pennsylvania.

     3     WHEREAS, The cornerstone of a democracy is an educated,
     4  informed and participatory electorate; and
     5     WHEREAS, Voting is an exercise of citizen power that makes
     6  this country work; and
     7     WHEREAS, Voter participation, based on a percentage of the
     8  voting age population of the United States, was just under one-
     9  half (49.08%) in the 1996 presidential election; and
    10     WHEREAS, Voter participation in this Commonwealth has fallen
    11  below 60% in every presidential election since 1972; and
    12     WHEREAS, While voter participation has been historically low,


     1  many organizations are working to rekindle interest in voting,
     2  especially among young potential voters; and
     3     WHEREAS, The National Voter Registration Act of 1993 (Public
     4  Law 103-31, 107 Stat. 77) brought about the most dramatic
     5  expansion of voter registration in our Nation's history with 11
     6  million citizens registering to vote in 1995; and
     7     WHEREAS, Voter awareness campaigns and get-out-the-vote
     8  efforts emphasize the importance of voting and registering to
     9  vote; therefore be it
    10     RESOLVED, That the House of Representatives designate the
    11  week of September 26 through October 2, 1999, as "Voter
    12  Awareness Week" in Pennsylvania.
