           BELFANTI, BROWNE, CAPPABIANCA, CIVERA, M. COHEN, COY, DAILEY,
           FAIRCHILD, FRANKEL, GEIST, GIGLIOTTI, GODSHALL, HARHAI,
           HERMAN, HERSHEY, JOSEPHS, LEDERER, MASLAND, ORIE, PESCI,

        REFERRED TO COMMITTEE ON RULES, OCTOBER 5, 1999

                                  A RESOLUTION

     1  Urging the Governor to include the nationally recognized Child
     2     Lures Community Plan in his 1999-2000 budget proposal.

     3     WHEREAS, According to a study conducted in 1996 by the United
     4  States Department of Justice Bureau of Justice Statistics, two-
     5  thirds of all sex offenders in state prisons attacked children,
     6  and one-third of their victims were offspring or stepchildren;
     7  and
     8     WHEREAS, Prior to the commission of the crime, approximately
     9  half of all sex offenders had a relationship with the victim as
    10  a friend, acquaintance or relative other than offspring; and
    11     WHEREAS, Of the 66,482 sex offenders incarcerated in state
    12  prisons, 44,552 raped or sexually assaulted children under the
    13  age of 18; and
    14     WHEREAS, Child victimizers represent 65.5% of the total state
    15  prison population; and

     1     WHEREAS, The Child Lures Community Plan is a comprehensive
     2  community-based approach to preventing child abuse by operating
     3  on the premise that when all segments of a community are
     4  educated in both awareness and prevention strategies, it makes
     5  the community as a whole safer; and
     6     WHEREAS, The primary focus of the Child Lures Community Plan
     7  is to inform adults and children via news media presentations, a
     8  booklet entitled "Child Lures Parent Guide" and an extensive
     9  school educational program of the types of methods used to
    10  isolate and gain access to a child by individuals who prey on
    11  them; and
    12     WHEREAS, A 1998 evaluation of the Child Lures Community Plan,
    13  based on the federally mandated Principles of Effectiveness,
    14  documents that Child Lures Prevention works - and works well;
    15  and
    16     WHEREAS, Institutions and organizations nationwide that have
    17  implemented various Child Lures components over the years
    18  include well over 1,000 school systems, 54 network television
    19  stations, 103 law enforcement agencies, more than 100
    20  corporations, 50 hospitals and medical organizations, 200
    21  churches, 46 United States Army, Navy, Air Force and Coast Guard
    22  bases and 29 government agencies, including the Secret Service,
    23  Department of State and the National Security Agency; and
    24     WHEREAS, The Child Lures Community Plan has been endorsed by
    25  the National Association of Elementary School Principals, the
    26  National Association of Secondary School Principals and the
    27  American Academy of Pediatrics; therefore be it
    28     RESOLVED, That the House of Representatives urge the Governor
    29  to include the Child Lures Community Plan in his 1999-2000
    30  budget proposal.
