           GRUCELA, HALUSKA, HARHAI, HORSEY, JAMES, KIRKLAND, LAUGHLIN,
           LEDERER, LEVDANSKY, MANDERINO, MUNDY, PALLONE, READSHAW,
           SATHER, SCRIMENTI, SHANER, SOLOBAY, STABACK, STEELMAN,

        REFERRED TO COMMITTEE ON RULES, AUGUST 1, 2001

                                  A RESOLUTION

     1  Directing the Committee on Consumer Affairs and the Committee on
     2     Environmental Resources and Energy to jointly undertake a
     3     comprehensive and balanced assessment of public utility
     4     deregulation in Pennsylvania.

     5     WHEREAS, This General Assembly has enacted legislation to
     6  deregulate public utilities; and
     7     WHEREAS, The effects of this legislation have not been
     8  ascertained; therefore be it
     9     RESOLVED, That the Committee on Consumer Affairs and the
    10  Committee on Environmental Resources and Energy be directed to
    11  conduct a joint study of the impact of public utility
    12  deregulation in Pennsylvania; and be it further
    13     RESOLVED, That the assessment include at a minimum:
    14         (1)  A comprehensive review of the costs and benefits of
    15     public utility deregulation.
    16         (2)  The impact of public utility deregulation on the

     1     economy, infrastructure, consumers, businesses and employees
     2     of this Commonwealth.
     3         (3)  Recommendations regarding the manner in which
     4     deregulation in each public utility industry should be
     5     modified to better achieve the public good;
     6  and be it further
     7     RESOLVED, That the committees hold hearings, take testimony
     8  and make their investigations at such places as they deem
     9  necessary; and be it further
    10     RESOLVED, That the committees jointly prepare a report of
    11  their findings and recommendations to the House of
    12  Representatives no later than December 31, 2001.
