                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for maximum speed limits and for
     3     regulation of traffic on the Pennsylvania Turnpike.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Sections 3362(a)(1.1) and 6110(a) of Title 75 of
     7  the Pennsylvania Consolidated Statutes are amended to read:
     8  § 3362.  Maximum speed limits.
     9     (a)  General rule.--Except when a special hazard exists that
    10  requires lower speed for compliance with section 3361 (relating
    11  to driving vehicle at safe speed), the limits specified in this
    12  section or established under this subchapter shall be maximum
    13  lawful speeds and no person shall drive a vehicle at a speed in
    14  excess of the following maximum limits:
    15         * * *
    16         (1.1)  65 miles per hour for all vehicles[:
    17             (i)  on interstate highways outside of urbanized

     1         areas of population of 50,000 or more; and
     2             (ii)]  on [other] freeways where the department has
     3         posted a 65-miles-per-hour speed limit [in accordance
     4         with the provisions of 23 U.S.C. (relating to highways)].

     6  § 6110.  Regulation of traffic on Pennsylvania Turnpike.
     7     (a)  General rule.--The provisions of this title apply upon
     8  any turnpike or highway under the supervision and control of the
     9  Pennsylvania Turnpike Commission unless specifically modified by
    10  rules and regulations promulgated by the commission which shall
    11  become effective only upon publication in accordance with law. A
    12  copy of the rules and regulations, so long as they are
    13  effective, shall be posted at all entrances to the turnpike or
    14  highway for the inspection of persons using the turnpike or
    15  highway. This section does not authorize the establishment of a
    16  maximum speed limit greater than 55 miles per hour, except that
    17  a 65-miles-per-hour maximum speed limit for all vehicles may be
    18  established[:
    19         (1)  on interstate highways outside of urbanized areas of
    20     population of 50,000 or more; and
    21         (2)  on other freeways] where the commission has posted a
    22     65-miles-per-hour speed limit [in accordance with the
    23     provisions of 23 United States Code (relating to highways)].

    25     Section 2.  This act shall take effect in 60 days.
