A RESOLUTION
1Urging the Congress and the President of the United States to
2enact a law to rename the Federal holiday known as
3"Washington's Birthday," which is celebrated on the third
4Monday of February, as "Presidents' Day," in honor and
5recognition of Presidents George Washington and Abraham
6Lincoln.
7WHEREAS, The birthday of this nation's first Chief Executive,
8President George Washington, is February 22, 1732; and
9WHEREAS, In 1879, an act of the Congress of the United States
10designated February 22 as "Washington's Birthday," the first
11Federal holiday for government offices; and
12WHEREAS, The Federal holiday of "Washington's Birthday" was
13moved in 1971 to the third Monday in February by the Uniform
14Monday Holiday Act; and
15WHEREAS, The Federal holiday of "Washington's Birthday" is
16often incorrectly referred to as "Presidents' Day" in
17recognition of Presidents George Washington and Abraham Lincoln;
18and
19WHEREAS, About one dozen states have renamed their own
1"Washington's Birthday" observances as "Presidents' Day,"
2"Washington and Lincoln Day" or some other designation which
3does not honor President Washington exclusively; and
4WHEREAS, It is appropriate for the entire nation to
5officially honor both President Washington, who formed this
6nation, and President Lincoln, who preserved this nation; and
7WHEREAS, The Federal holiday observed on the third Monday of
8February should be renamed "Presidents' Day" in recognition of
9Presidents Washington and Lincoln; therefore be it
10RESOLVED, That the House of Representatives of the
11Commonwealth of Pennsylvania urge the Congress and the President
12of the United States to enact a law to rename the Federal
13holiday known as "Washington's Birthday," which is celebrated on
14the third Monday of February, as "Presidents' Day," in honor and
15recognition of Presidents George Washington and Abraham Lincoln.
