        REFERRED TO COMMITTEE ON INTERGOVERNMENTAL AFFAIRS,
           DECEMBER 1, 1999

                                  A RESOLUTION

     1  Urging the Congress of the United States to pass the Firefighter
     2     Investment and Response Enhancement Act.

     3     WHEREAS, Fire departments and their volunteer members and
     4  employees are an essential element in preserving the public
     5  order and safety in the Commonwealth of Pennsylvania; and
     6     WHEREAS, Firefighters throughout the Commonwealth of
     7  Pennsylvania make great sacrifices on behalf of their fellow
     8  Pennsylvanians on a daily basis; and
     9     WHEREAS, Federal, State and local government all share an
    10  unspoken obligation to protect the health and safety of
    11  firefighters as well as the entirety of the general public; and
    12     WHEREAS, This obligation requires that fire departments have
    13  the financial resources to purchase necessary equipment and

     1  other items; and
     2     WHEREAS, Fire departments constantly find themselves under
     3  increased financial constraints in the effort to provide
     4  exemplary public protection; and
     5     WHEREAS, State and local governments continue to bear the
     6  overwhelming burden for funding fire departments throughout the
     7  Commonwealth of Pennsylvania; therefore be it
     8     RESOLVED, That the House of Representatives of the
     9  Commonwealth of Pennsylvania strongly urge the Congress of the
    10  United States to pass and enact the firefighter Investment and
    11  Response Enhancement Act (H.R. No.1168) in order to provide
    12  direly needed funding for fire departments; and be it further
    13     RESOLVED, That copies of this resolution be transmitted to
    14  the presiding officers of each house of Congress and to each
    15  member of Congress from Pennsylvania.
