        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 23, 2003

                                  A RESOLUTION

     1  Commemorating the journalistic excellence of Jack Franklin and
     2     Kendall Wilson and designating June 22, 2003, as "Jack
     3     Franklin and Kendall Wilson Day" in Pennsylvania.

     4     WHEREAS, Print journalist Kendall Wilson and photojournalist
     5  Jack Franklin have documented more than three generations of
     6  African-American news; and
     7     WHEREAS, Kendall Wilson has spent more than 35 years in the
     8  field of communications as a public relations and marketing
     9  consultant and executive, information officer and journalist;
    10  and
    11     WHEREAS, For the past two decades, Kendall Wilson has been a
    12  senior writer with The Philadelphia Tribune, focusing on civil
    13  rights, government, foreign affairs and politics; and
    14     WHEREAS, In 1998 Kendall Wilson won the prestigious National
    15  Newspaper Publishers Association's A. Philip Randolph Award for


     1  his series on the struggle of black family-owned funeral homes
     2  to avoid corporate takeover; and
     3     WHEREAS, Jack Franklin has documented the struggle for civil
     4  rights, the founding of many significant organizations during
     5  that struggle and the ethnic culture, rituals and burial rites
     6  of a people; and
     7     WHEREAS, Jack Franklin's collection housed at the African
     8  American Museum in Philadelphia totals more than 300,000
     9  negatives spanning the past 60 years; and
    10     WHEREAS, Jack Franklin's work has appeared in SEPIA, Nite
    11  Life, Scoop USA, The Philadelphia Independent, The Afro
    12  American, The Philadelphia Tribune and Ebony/JET magazines;
    13  therefore be it
    14     RESOLVED, That the House of Representatives commemorate the
    15  journalistic excellence of Jack Franklin and Kendall Wilson and
    16  designate June 22, 2003, as "Jack Franklin and Kendall Wilson
    17  Day" in Pennsylvania; and be it further
    18     RESOLVED, That the House of Representatives urge all public
    19  and private educational institutions in this Commonwealth, the
    20  State Library, the Pennsylvania Historical and Museum Commission
    21  and the Department of Education to promote the study of Jack
    22  Franklin's and Kendall Wilson's contributions to American
    23  journalism and culture.
