        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 23, 2003

                                  A RESOLUTION

     1  Urging the National Football League to recognize the Pottsville
     2     Maroons as the National Football League Champions of 1925.

     3     WHEREAS, In December 1925 the Pottsville Maroons traveled to
     4  Chicago to meet the Cardinals for the National Football League
     5  championship title; and
     6     WHEREAS, The Maroons won decisively 21-7 and were immediately
     7  declared league champions by the media; and
     8     WHEREAS, One week later, the Maroons, representing the NFL
     9  East, played the Notre Dame All-Stars in another postseason game
    10  at Philadelphia's Shibe Park; and
    11     WHEREAS, The Maroons posted a come-from-behind victory in the
    12  closing seconds of the game, causing their supporters to claim
    13  the title of World Champions in addition to the title of


     1  National Champions earned from the victory over Chicago; and
     2     WHEREAS, Controversy arose when the Frankford Yellow Jacket
     3  officials protested the game as a violation of their territorial
     4  rights as Shibe Park was located within their territorial
     5  franchise; and
     6     WHEREAS, The National Football League reprimanded the Maroons
     7  by prohibiting further league competition or championship; and
     8     WHEREAS, League officials ordered the Chicago Cardinals to
     9  play two additional games, which they won, giving the Cardinals
    10  a higher winning percentage than the Maroons; and
    11     WHEREAS, The Chicago Cardinals, named as the team eligible
    12  for the 1925 Championship title, declined the championship,
    13  causing the league to never award the 1925 title to a team which
    14  accepted it; therefore be it
    15     RESOLVED, That the Senate of Pennsylvania join with and
    16  support the Governor in his efforts to have the Pottsville
    17  Maroons recognized as the National Football League Champions of
    18  1925; and be it further
    19     RESOLVED, That the Senate of Pennsylvania urge the National
    20  Football League to recognize the right of the Pottsville Maroons
    21  of Schuylkill County, Pennsylvania, to be named as the National
    22  Football League Champions of 1925.
    23     RESOLVED, That copies of this resolution be transmitted to
    24  the Governor and to the National Football League Commissioner.
