A RESOLUTION 1 Directing the Veterans Affairs and Emergency Preparedness 2 Committee to conduct a comprehensive evaluation of juvenile 3 firesetting behaviors and effects on the communities of this 4 Commonwealth. 5 WHEREAS, According to the National Fire Data Center, children 6 playing with fire start over 30% of fires that kill young 7 children; and 8 WHEREAS, The National Fire Protection Association estimates 9 $931 billion in losses as a result of the use of matches and 10 children playing with fire; and 11 WHEREAS, The United States Fire Administration estimates that 12 52% of arson arrests are children under 18 years of age; and 13 WHEREAS, According to the Federal Bureau of Investigation and 14 the National Incidence Reporting System, at least 100,000 fires 15 annually in the United States are attributed to children; and 16 WHEREAS, Juvenile firesetting behaviors and effects on the
1 communities of this Commonwealth need to be identified; and 2 WHEREAS, Identifying juvenile firesetting behaviors and 3 effects on the communities of this Commonwealth serve as a first 4 step toward resolving juvenile firesetting problems; therefore 5 be it 6 RESOLVED, That the House of Representatives direct the 7 Veterans Affairs and Emergency Preparedness Committee to conduct 8 a thorough, comprehensive evaluation of juvenile firesetting 9 behaviors and effects on the communities of this Commonwealth; 10 and be it further 11 RESOLVED, That the report include recommendations on what 12 form of State assistance could be provided to combat the problem 13 of juvenile firesetters; and be it further 14 RESOLVED, That the Veterans Affairs and Emergency 15 Preparedness Committee report to the House of Representatives on 16 its findings and recommendations no later than a year after the 17 adoption of this resolution.
