INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, OCTOBER 30, 2001
A RESOLUTION 1 Memorializing the Congress of the United States to address three 2 critical areas in the formation of economic stimulus 3 legislation and recommending specific provisions for the
1 legislation. 2 WHEREAS, The attack on America of September 11, 2001, was a 3 shock to the Commonwealth of Pennsylvania and the nation; and 4 WHEREAS, There is an ongoing military and multidimensional 5 response to terrorism that we strongly support; and 6 WHEREAS, The United States faces the potential of a serious 7 recession, having already lost 50,000 manufacturing jobs in 8 Pennsylvania since the beginning of the year, and the attack on 9 America may cause the loss of an estimated additional 15,000 10 jobs; and 11 WHEREAS, The Congress of the United States has already taken 12 critical action to support affected industries and is proposing 13 additional aid to business; and 14 WHEREAS, The Congress is considering an economic stimulus 15 package; and 16 WHEREAS, The core goal of an economic stimulus package is the 17 stabilization of communities; and 18 WHEREAS, Supporting business to stabilize employment must be 19 a critical part of any economic stimulus package to be adopted 20 by the Congress; and 21 WHEREAS, Supporting workers must be included as part of any 22 economic stimulus package to stabilize the economy; and 23 WHEREAS, Supporting state and local governments to avoid or 24 lessen state or local tax revenues is a critical part of any 25 economic stimulus package; and 26 WHEREAS, The economic stimulus package should include the 27 following provisions: extending federally funded unemployment 28 compensation, where needed, by 26 weeks; aiding workers by 29 improving health care access by at least paying 75% of the COBRA 30 health care costs and other health care assistance; aiding 20010H0348R2799 - 2 -
1 workers by fully funding targeted training and worker 2 reemployment programs and taking such other actions to save 3 personal homes and stabilize credit transactions; and 4 WHEREAS, If the Congress does not address the critical areas 5 of economic stimulus, business workers and state and local 6 government, these costs will have to be borne by state and local 7 governments, workers and business; and 8 WHEREAS, The economic stimulus package adopted by the 9 Congress on October 24, 2001, fails to adequately address the 10 needs of workers in state and local government; therefore be it 11 RESOLVED, That the House of Representatives of the 12 Commonwealth of Pennsylvania urge the Congress of the United 13 States to address each of the three critical areas that will 14 create economic stability and allow full growth; and be it 15 further 16 RESOLVED, That the House of Representatives ask the Congress 17 to help workers by considering the following provisions: 18 extending federally funded unemployment compensation, where 19 needed, by 26 weeks; aiding workers by improving health care 20 access by at least paying 75% of the COBRA health care costs and 21 other health care assistance; aiding workers by fully funding 22 targeted training and worker reemployment programs and taking 23 such other actions to save personal homes and stabilize credit 24 transactions; and be it further 25 RESOLVED, That the House of Representatives respectfully 26 request that the Congress provide aid to affected states to 27 offset revenue deficits; and be it further 28 RESOLVED, That copies of this resolution be transmitted to 29 the President of the United States, to the presiding officers of 30 each house of Congress and to each member of Congress from 20010H0348R2799 - 3 -
