A RESOLUTION 1 Memorializing the President of the United States to federally 2 activate National Guard troops to provide security at nuclear 3 power plants. 4 WHEREAS, The September 11, 2001, terrorist attacks on the 5 World Trade Center in New York City, the Pentagon in Washington, 6 DC, and the plane crash in Somerset County, Pennsylvania, 7 clearly demonstrate that neither the United States nor the 8 Commonwealth is immune from orchestrated acts of terrorism; and 9 WHEREAS, Terrorist attacks on nuclear power plant facilities 10 can incapacitate or destroy critical utility infrastructure 11 systems and pose a dire threat to the health, safety and welfare 12 of the citizens of this Commonwealth; and 13 WHEREAS, The protection of these nuclear power plant 14 facilities is necessarily a shared responsibility and
1 partnership between owners, operators and the Federal and State 2 Government; and 3 WHEREAS, The President of the United States has already 4 federalized National Guard troops to provide security at 5 airports across the United States under the provisions of 32 6 U.S.C.; therefore be it 7 RESOLVED, That the House of Representatives of the 8 Commonwealth of Pennsylvania strongly encourage the President of 9 the United States to federally activate National Guard troops to 10 provide security at nuclear power plant facilities across the 11 nation under the provisions of 32 U.S.C.; and be it further 12 RESOLVED, That copies of this resolution be transmitted to 13 the President of the United States, to the presiding officers of 14 each house of Congress, to each member of Congress from 15 Pennsylvania and to the Director of the Office of Homeland 16 Security.
