                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing for four-year terms for members of
     3     the House of Representatives; and reducing the size of the
     4     General Assembly.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendment to the Constitution of
     8  Pennsylvania is proposed in accordance with Article XI:
     9     That sections 3 and 16 of Article II be amended to read:
    10  § 3.  Terms of members.
    11     Senators and Representatives shall be elected for the term of
    12  four years [and Representatives for the term of two years].
    13  § 16.  Legislative districts.
    14     The Commonwealth shall be divided into 50 senatorial and 203
    15  representative districts[, which] until the reapportionment
    16  following the Federal Decennial Census for the year 2000 at
    17  which time the Commonwealth shall be divided into 40 senatorial

     1  and 163 representative districts. The division following the
     2  Federal Decennial Census for the year 2000 shall be effective
     3  until the reapportionment following the Federal Decennial Census
     4  for the year 2010, at which time the Commonwealth shall be
     5  divided into 30 senatorial and 133 representative districts.
     6  Each district shall be composed of compact and contiguous
     7  territory as nearly equal in population as practicable. Each
     8  senatorial district shall elect one Senator, and each
     9  representative district one Representative. Unless absolutely
    10  necessary no county, city, incorporated town, borough, township
    11  or ward shall be divided in forming either a senatorial or
    12  representative district.
    13     Section 2.  At the first general election at which a Governor
    14  is elected after the adoption of this amendment, pursuant to a
    15  plan determined by the General Assembly, one-half of the
    16  Representatives shall be elected for a term of two years and
    17  one-half of the Representatives shall be elected for a term of
    18  four years. Thereafter, all Representatives shall be elected for
    19  a term of four years.
