HOUSE RESOLUTION

No. 447 Session of 2000


        INTRODUCED BY STRITTMATTER, SCHULER, STURLA, TRUE, ZIMMERMAN,
           BARLEY, ARMSTRONG AND HERSHEY, APRIL 11, 2000

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 11, 2000

                                  A RESOLUTION

     1  Designating the month of May 2000 as "Bike Month" in
     2     Pennsylvania.

     3     WHEREAS, The League of American Bicyclists, the national
     4  nonprofit bicycling safety and education association, has
     5  declared the month of May to be "National Bike Month" for the
     6  past 43 years and has done so again in 2000; and
     7     WHEREAS, Bicycle clubs, schools, parks and recreation
     8  departments, police departments, hospitals, businesses and civic
     9  groups throughout this Commonwealth will be promoting bicycling
    10  as a fun, healthy and recreational activity as well as an
    11  environmentally friendly alternative to the automobile
    12  throughout the month; and
    13     WHEREAS, Pennsylvanians in record numbers are turning to
    14  bicycling for recreation, fitness and transportation and will
    15  experience the fun of bicycling this May 2000 through
    16  educational programs, community events, trail work days, safety
    17  promotions and charity rides; and


     1     WHEREAS, Governor Tom Ridge, an avid bicyclist, commits to
     2  continue to work with dedication and vision toward a time in
     3  which Pennsylvania is world-renowned for its bicycling
     4  opportunities; and
     5     WHEREAS, Pennsylvania is home to the most rail-trails in the
     6  nation, with 105 open rail-trails totaling approximately 900
     7  miles, equaling 10% of the nation's rail-trails, and more than
     8  100 rail-trail projects are currently in progress; and
     9     WHEREAS, The Bureau of State Parks has developed safe bike
    10  trails in State parks which feature a variety of trail
    11  distances, terrains and scenic views and allow access to many
    12  resources, facilities and activities; and
    13     WHEREAS, The Department of Transportation realizes and
    14  promotes the importance of bicycle safety and has included on
    15  its World Wide Web site the Pennsylvania Bicycle Driver's Manual
    16  and the Bicycling Directory of Pennsylvania; and
    17     WHEREAS, Dream Ride Projects, a Lancaster-based nonprofit
    18  health education group, is organizing the first annual National
    19  Bike Month Rally in Lancaster on April 30, 2000; and
    20     WHEREAS, Lancaster County is hosting the Conestoga Country
    21  Classic Bicycle Race on May 6, 2000, and the First Union
    22  Invitational International Bike Race on May 30, 2000; and
    23     WHEREAS, The School District of Lancaster is conducting the
    24  Bike to School Day pilot program on May 18, 2000, as well as
    25  bike safety presentations May 1 through 30, 2000; and
    26     WHEREAS, Lancaster County has designated May 21 through 27,
    27  2000, as "Bike to Work Week" in Lancaster to coincide with
    28  "Ozone Awareness Week" as established by the Susquehanna Valley
    29  Ozone Action Partnership; and
    30     WHEREAS, Lancaster County is extending its "Bike Month"

     1  activities to include the Dream Ride for Lancaster County and
     2  the Pedal to Preserve fundraising events on June 10, 2000, and
     3  June 25, 2000, respectively; and
     4     WHEREAS, The bicycle is a viable and environmentally sound
     5  form of transportation and an excellent form of recreation;
     6  therefore be it
     7     RESOLVED, That the House of Representatives designate the
     8  month of May 2000, as "Bike Month" in Pennsylvania and urge all
     9  who support bicycling to participate in the events planned.
