AN ACT 1 Making an appropriation to The Pennsylvania State University for 2 agricultural research within the College of Agriculture. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Purpose. 6 The College of Agriculture of The Pennsylvania State 7 University is unique in that it has the Land Grant 8 responsibility to conduct diverse agricultural research to meet 9 the spectrum of needs in the agricultural community and the 10 general public. 11 Agriculture is a leading industry that provides employment 12 and economic vitality for the people of Pennsylvania. It is, 13 therefore, essential that sufficient financial resources are 14 appropriated by the General Assembly to ensure that 15 Pennsylvania's agricultural industry remains a viable, 16 competitive leader in national and international markets. A key 17 component of agricultural and economic development is research 18 and the application of its results. These research efforts will
1 benefit all citizens of Pennsylvania from the farm family to the 2 consumer. 3 The purpose of this appropriation is to provide sufficient 4 public funds to strengthen strategic agricultural research 5 efforts aimed at addressing critical social and economic issues. 6 Agricultural research goals must be enhanced through the 7 allocation of additional resources. Current funding levels serve 8 to delay and limit essential research activities. 9 Section 2. Strategic agricultural research needs. 10 The agricultural community of Pennsylvania has identified 11 seven critical research needs of 1989-1990. These include water 12 quality and water management; food safety and nutrition; 13 pesticide safety; animal health; forest resources; 14 profitability; and rural economic development. 15 This appropriation will enable the College of Agriculture of 16 The Pennsylvania State University to address these crucial 17 issues for the betterment of agriculture and the quality of life 18 for all citizens of Pennsylvania. 19 Section 3. Appropriation. 20 The sum of $3,300,000 is hereby appropriated to The 21 Pennsylvania State University for fiscal year July 1, 1989 to 22 June 30, 1990. This appropriation is in addition to any other 23 appropriations received by The Pennsylvania State University in 24 order to ensure that the College of Agriculture can adequately 25 pursue its Land Grant mission which is an obligation that is in 26 addition to all other academic functions of The Pennsylvania 27 State University. 28 Section 4.
