        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 9, 1998

                                  A RESOLUTION

     1  Congratulating the American Legislative Exchange Council on the
     2     occasion of its 25th Anniversary.

     3     WHEREAS, In 1973 a small group of Democratic and Republican
     4  state legislators met in Chicago to found a bipartisan
     5  membership association that would advocate the fundamental
     6  Jeffersonian principles of free markets, limited government,
     7  federalism and individual liberty; and
     8     WHEREAS, This new association was named the American
     9  Legislative Exchange Council (ALEC); and
    10     WHEREAS, Over the past quarter-century, ALEC has been at the
    11  forefront of the revitalization of the Federal relationship
    12  between the states and the national government; and


     1     WHEREAS, ALEC has served as a counterweight against
     2  tendencies to further centralize government at the national
     3  level by continuously striving to return as much power and
     4  resources as possible to the levels of government closest to the
     5  people; and
     6     WHEREAS, ALEC, the largest bipartisan individual membership
     7  association of state legislators, has 3,000 state legislators-
     8  members and 30 full-time staff members; and
     9     WHEREAS, The 300 foundations, companies and private sector
    10  members of ALEC form a vital public-private partnership that has
    11  stimulated a bounty of innovation and activity at the state
    12  level to the immense benefit of the citizens of this nation; and
    13     WHEREAS, ALEC has created vital public policy laboratories
    14  for the development of policy strategies and model legislation
    15  for dissemination to the states through its nine national task
    16  forces on:
    17         (1)  Commerce and Economic Development;
    18         (2)  Civil Justice;
    19         (3)  Criminal justice;
    20         (4)  Education;
    21         (5)  Energy, Environment, Natural Resources and
    22     Agriculture;
    23         (6)  Health and Human Services;
    24         (7)  Tax and Fiscal Policy;
    25         (8)  Telecommunications and Information Technology; and
    26         (9)  Trade and Transportation;
    27  and
    28     WHEREAS, ALEC has provided a forum for innovation and
    29  communication among its member states through its task forces,
    30  publications and cooperative public-private efforts to reach

     1  common-sense, results-oriented policies; and
     2     WHEREAS, During its first 25 years, ALEC has performed an
     3  immeasurable service to the people of this nation by preserving
     4  for all the opportunity to be effective participants in the
     5  greatest representative democracy on the face of the earth;
     6  therefore be it
     7     RESOLVED, That the House of Representatives congratulate the
     8  American Legislative Exchange Council on the occasion of its
     9  25th Anniversary and express its heartfelt gratitude for this
    10  outstanding organization's exemplary record of public service to
    11  its constituent states; and be it further
    12     RESOLVED, That the House of Representatives extend its best
    13  wishes to the American Legislative Exchange Council for a long
    14  and productive future.
