        INTRODUCED BY BEBKO-JONES, READSHAW, CAPPABIANCA, WOJNAROSKI,
           CARN, McGEEHAN, STEELMAN, DALLY, C. WILLIAMS, LEDERER,
           LAUGHLIN, RAMOS, YOUNGBLOOD, ROONEY, PISTELLA, BELARDI,
           SERAFINI, TRELLO, CORRIGAN, GIGLIOTTI, CORPORA, LUCYK,
           M. COHEN, ROBERTS, A. H. WILLIAMS, ITKIN, MYERS, TRICH,
           BOSCOLA, MELIO, THOMAS AND ARGALL, SEPTEMBER 17, 1998

        REFERRED TO COMMITTEE ON RULES, SEPTEMBER 17, 1998

                                  A RESOLUTION

     1  Urging the Department of Community and Economic Development to
     2     establish guidelines which require developers of construction
     3     projects occurring within a community to hire 50% of their
     4     work force from the area where the project is located.

     5     WHEREAS, Over $100 million are spent annually investing in
     6  economic development and particularly in housing; and
     7     WHEREAS, Federal law requires that economic opportunities
     8  generated by the Department of Housing and Urban Development
     9  (HUD) financial assistance in housing and community development
    10  projects will, to the greatest extent feasible, be given to low-
    11  and very low-income persons residing in the area in which the
    12  project is located and to the area businesses that provide
    13  economic opportunities to low- and very low-income persons; and
    14     WHEREAS, Specific housing and community development
    15  activities covered by Federal law include construction,
    16  reconstruction, conversion or rehabilitation of housing and
    17  other buildings or improvements, as well as related activities

     1  such as planning, architectural services, consultation,
     2  maintenance, repair and accounting; and
     3     WHEREAS, Local development trends have expanded into urban
     4  and rural areas; and
     5     WHEREAS, The developers should utilize a local work force on
     6  all major construction projects, which will result in bringing
     7  thousands of dollars annually into urban and rural areas where
     8  rapid development has been occurring; therefore be it
     9     RESOLVED, That the House of Representatives urge the
    10  Department of Community and Economic Development to establish
    11  guidelines for developers to use 50% of their work force from
    12  the area where the project is located for all inner-city, urban
    13  and rural development projects.
