A RESOLUTION 1 Encouraging collaboration between area vocational-technical 2 schools and community colleges. 3 WHEREAS, Vocational-technical education in this Commonwealth 4 is a key component in work force development; and 5 WHEREAS, Area vocational-technical schools (AVTS's), 6 operating under the authorization of Article XVIII of the Public 7 School Code of 1949, and this Commonwealth's community colleges, 8 operating under the authorization of Article XIX-A of the Public 9 School Code of 1949, share complementary missions regarding the 10 delivery of training in vocational and occupational skills; and 11 WHEREAS, Recommendation No. 7 of the Report on Pennsylvania's 12 Community Colleges published by the Subcommittee on Higher 13 Education of the House of Representatives pursuant to House 14 Resolution No. 128 of 1997 calls for the amendment of current 15 statutes and the promulgation of appropriate regulations to 16 encourage collaboration between community colleges and AVTS's
1 for the purpose of providing postsecondary education 2 opportunities; and 3 WHEREAS, It is in the best interest of this Commonwealth to 4 have community colleges and AVTS's collaborate to provide 5 education and to share facilities, programs, resources and 6 expertise in the Commonwealth's outreach efforts to underserved 7 areas; therefore be it 8 RESOLVED, That the House of Representatives request the 9 Department of Education, in consultation with representatives of 10 the Pennsylvania Commission for Community Colleges, the 11 Pennsylvania Association of Vocational Administrators and the 12 State Board of Education: 13 (1) To review Articles XVIII and XIX-A of the Public 14 School Code of 1949 and recommend legislation or regulatory 15 changes to encourage the collaborative efforts and strengthen 16 the ability of the institutions to provide training in 17 vocational and occupational education. 18 (2) To recommend remedies that will eliminate the 19 confusion related to the term "technical institute" as it is 20 used in Articles XVIII and XIX-A of the Public School Code of 21 1949. 22 (3) To develop strategies to encourage articulation 23 agreements between the community colleges and AVTS's. 24 (4) To develop a strategy and criteria to implement 25 collaborative arrangements involving the use of shared 26 facilities, educational resources and expertise in 27 fulfillment of the goal of a seamless Statewide system of 28 vocational-technical education; 29 and be it further 30 RESOLVED, That the Department of Education present its 19980H0528R3936 - 2 -
