AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, further providing for special license plates for

3

recipients of medals for military service and for exemption

4

of persons, entities and vehicles from fees.

5

The General Assembly of the Commonwealth of Pennsylvania

6

hereby enacts as follows:

7

Section 1.  Sections 1345 and 1901(c) of Title 75 of the

8

Pennsylvania Consolidated Statutes are amended to read:

9

§ 1345.  Special plates for recipients of the Medal of Honor,

10

Distinguished Service Cross, Distinguished Flying

11

Cross, Navy Cross or Air Force Cross.

12

Upon application of any person who is a recipient of the

13

Medal of Honor, Distinguished Service Cross, Distinguished

14

Flying Cross, Navy Cross or Air Force Cross, the department

15

shall issue to such person a special registration plate

16

designating the vehicle so licensed as belonging to a person who

17

is a recipient of the Medal of Honor[.], Distinguished Service

Cross, Distinguished Flying Cross, Navy Cross or Air Force

2

Cross. The special registration plate may be used only on a

3

passenger car or truck with a registered gross weight of not

4

more than 10,000 pounds. The plate shall have a light blue

5

background interspersed with 13 white stars. The center of the

6

plate shall bear a golden bronze replica of the appropriate

7

medal. The initials of each recipient shall be embossed in red

8

to the left of the medal and the letters "CMH" (for

9

Congressional Medal of Honor), "DSC" (for Distinguished Service

10

Cross), "DFC" (for Distinguished Flying Cross), "NC" (for Navy

11

Cross) or "AFC" (for Air Force Cross) shall be embossed in red

12

to the right of the medal.

§ 1901.  Exemption of persons, entities and vehicles from fees.

14

(c)  Processing fee in lieu of registration fee.--No

16

registration fee shall be charged for vehicles registered by any

17

of the following but the department shall charge a fee of $10 to

18

cover the costs of processing for issuing or renewing the

19

registration:

20

(1)  Hospital.

21

(2)  Humane society.

22

(3)  Nonprofit youth center.

23

(4)  American Red Cross.

24

(5)  Church.

25

(6)  Girl Scouts of America.

26

(7)  Boy Scouts of America.

27

(8)  Salvation Army.

28

(9)  Duly chartered posts of national veterans'

29

organizations.

(10)  Young Men's Christian Association.

(11)  Young Men's Hebrew Association.

(12)  Young Women's Christian Association.

(13)  Young Women's Hebrew Association.

(14)  Jewish Community Center.

(15)  Nonprofit corporations of musical marching groups

6

of youths.

(16)  Any person who is retired and receiving social

8

security or other pension and whose total annual income does

9

not exceed $19,200. Unless the retired person is physically

10

or mentally incapable of driving the vehicle, the retired

11

person shall be the principal driver of the vehicle but may

12

from time to time authorize another person to drive the

13

vehicle in his or her stead.

(17)  Any veteran who lost a limb or eye or who became

15

partially paralyzed while serving in the armed forces of the

16

United States.

(18)  A person who, as a member of the armed forces of

18

the United States, was captured by the enemy during World War

19

I, World War II, the Korean Emergency, the Vietnam Conflict

20

or in a future armed conflict for which the Department of

21

Defense authorizes a campaign medal.

22

(19)  Any person who has been awarded the Congressional

23

Medal of Honor[.], Distinguished Service Cross, Distinguished

24

Flying Cross, Navy Cross or Air Force Cross.

25

(20)  Nonprofit organizations which care for or otherwise

26

provide services for the elderly or the infirm.

27

(21)  Nonprofit organizations which principally serve

28

mentally or physically handicapped or disabled persons.

29

(22)  Nonprofit mobile aviation museum.

30

(23)  Nonprofit corporations that provide ambulance or

emergency medical services.

Section 2.  This act shall take effect in 60 days.
