A RESOLUTION 1 Directing the Legislative Budget and Finance Committee to 2 investigate the outsourcing of jobs occurring within this 3 Commonwealth. 4 WHEREAS, The Commonwealth spends millions of dollars in 5 public funds each year for a variety of services necessary to 6 the operation and maintenance of State government; and 7 WHEREAS, The Commonwealth has an interest in ensuring that 8 services purchased are of a high quality and recognizes the 9 importance of providing well-paying jobs for Pennsylvania 10 workers and supporting Pennsylvania-based companies; and 11 WHEREAS, Increasingly private vendors contract for 12 governmental services or subcontract or otherwise procure these 13 services from locations outside the United States, thereby 14 weakening the national economy and the Pennsylvania economy and 15 harming this Commonwealth, its workers and its businesses; and
1 WHEREAS, Such international outsourcing exacerbates 2 unemployment, deprives job opportunities to citizens of this 3 Commonwealth and precludes State collection of revenue from 4 those outsourced jobs; and 5 WHEREAS, International outsourcing wastes financial resources 6 expended by the Commonwealth to attract and keep industries and 7 jobs in this Commonwealth; therefore be it 8 RESOLVED, That the House of Representatives direct the 9 Legislative Budget and Finance Committee to investigate the 10 effects of outsourcing jobs on the residents of this 11 Commonwealth and this Commonwealth's economy, including, but not 12 limited to, a study and report on the following: the level of 13 outsourcing of jobs within this Commonwealth; the contracts 14 involved in outsourcing; the names of the companies involved in 15 outsourcing; the dollar level of the contracts; the number of 16 jobs outsourced; the length of the contracts; and the names of 17 the companies that submitted bids on those contracts; and be it 18 further 19 RESOLVED, That the Legislative Budget and Finance Committee 20 report its findings and recommendations to the House of 21 Representatives no later than three months following the 22 adoption of this resolution.
