AN ACT 1 Amending the act of August 31, 1971 (P.L.423, No.101), entitled 2 "An act providing for Commonwealth support for institutions 3 of higher education to furnish learning and special 4 counseling services for undergraduate students whose 5 cultural, economic and educational disadvantages impair their 6 initial ability to pursue successfully higher education 7 opportunities, and making an appropriation," further 8 providing for eligibility of part-time students. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. Sections 2 and 3 of the act of August 31, 1971 12 (P.L.423, No.101), known as the Higher Education Equal 13 Opportunity Act, are amended to read: 14 Section 2. Legislative Findings.--The General Assembly finds 15 and declares that because of financial, home and community
1 environmental conditions, part-time and full-time students with 2 substantial potential for success in college and for future 3 leadership in the community are unable to pursue a higher 4 education and attain their full educational capability. In order 5 to combat effectively the forces which prevent these students 6 from pursuing a higher education, a variety of programs and 7 methods must be tried. 8 This act is designed to provide funds to institutions of 9 higher education in the Commonwealth for the purpose of offering 10 programs to enhance the chances of disadvantaged part-time and 11 full-time students to achieve their educational goals. 12 Section 3. Definitions.--The following words and phrases 13 shall have the following meanings: 14 (1) "Institutions of higher education" shall mean those post 15 secondary institutions in the Commonwealth of Pennsylvania 16 authorized to award degrees. 17 (2) ["Student"] "Full-time student" shall mean any bona fide 18 resident of the Commonwealth of Pennsylvania who has been 19 admitted as a full-time student to an institution of higher 20 education and who is economically and educationally 21 disadvantaged in accordance with criteria to be established by 22 the State Board of Education. 23 (3) "Part-time student" shall mean any bona fide resident of 24 the Commonwealth of Pennsylvania who has been admitted into a 25 degree program as a less than full-time student, but who is 26 enrolled in at least the equivalent of six semester credits or 27 225 clock hours of instruction per semester, in an institution 28 of higher education and who is economically and educationally 29 disadvantaged in accordance with the criteria to be established 30 by the State Board of Education. 19890H0691B0759 - 2 -
