INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 24, 2006
A RESOLUTION 1 Memorializing the Governor to proclaim May 2006 as "Celebrate to 2 Live Month." 3 WHEREAS, The days of youth represent a vibrant time filled 4 with an array of challenges and beams of hope and promise for 5 the future; and 6 WHEREAS, Unfortunately, these years sometimes are accompanied 7 by a great deal of peer pressure to use alcohol and illegal 8 drugs as a means of securing false enjoyment; and 9 WHEREAS, When these illegal substances are introduced into 10 celebrations and enjoyable activities of the teen years, 11 disaster too often results, promising futures are snuffed out
1 and lives are permanently scarred; and 2 WHEREAS, Any minor who purchases, consumes, transports or is 3 in possession of alcoholic beverages faces a 90-day suspension 4 of driver's license, a fine of up to $300 and $500 for a 5 subsequent offense and a one-year suspension; and 6 WHEREAS, A minor with a blood alcohol content of 0.02% or 7 greater while driving faces prosecution for driving under the 8 influence; and 9 WHEREAS, A minor carrying or using a false identification 10 card faces a 90-day to one-year license suspension, a fine of up 11 to $500 and possible imprisonment of up to 90 days and two years 12 for a third and subsequent offense; and 13 WHEREAS, A minor under 16 years of age would be subject to 14 the same criminal sanctions and would not be able to obtain a 15 driver's license for the same period (90 days) of time, which 16 would not start until the minor acknowledges the notice of 17 violation to the Department of Transportation; therefore be it 18 RESOLVED, That the House of Representatives memorialize the 19 Governor to proclaim May 2006 as "Celebrate to Live Month" in 20 this Commonwealth and to urge all teenagers to enjoy the special 21 time of their youth but to celebrate and enjoy it responsibly.
