AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, adding an offense and providing a
3 penalty.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Title 18, act of November 25, 1970 (P.L.707,
7 No.230), known as the Pennsylvania Consolidated Statutes, is
8 amended by adding a section to read:
9 § 5503.1. Prohibited conduct within 100 feet of certain
10 establishments.
11 A person commits a summary offense if within 100 feet of a
12 premises licensed under the act of April 12, 1951 (P.L.90,
13 No.21), known as the "Liquor Code," he:
14 (1) accosts other persons for the purpose of begging or
15 soliciting alms;
16 (2) loiters or wanders from place to place without
17 apparent reason or business and refuses to account for his
1 presence when requested by a law enforcement officer so to
2 do, if the circumstances are such as to indicate to a
3 reasonable person that the public peace or safety demands
4 such identification;
5 (3) consumes alcoholic beverages upon a street,
6 sidewalk, alley or parking lot; or
7 (4) with intent to inconvenience another, engages in
8 loud and boisterous conduct.
9 Section 2. This act shall take effect in 60 days.
