A RESOLUTION
Recognizing the month of May 2018 as "National Community Action
Month" in Pennsylvania.
WHEREAS, Authorized by the Economic Opportunity Act of 1964,
community action agencies (CAAs) assist low-income individuals
and families in attaining financial self-sufficiency; and
WHEREAS, As a Federal program uniquely designed to address
local target population needs and maximize the participation of
individuals living in poverty, the CAA network features local
private-sector, public-sector and low-income community
representatives; and
WHEREAS, The CAA network has earned recognition as being
among the largest users of volunteer services in the United
States; and
WHEREAS, This network serves more than 16.2 million
individuals and 3 million families per year in rural and urban
regions of our nation; and

WHEREAS, The majority of participants have incomes below 75%
of the Federal poverty threshold; and
WHEREAS, In this Commonwealth, where designated locally based
service providers partner with Commonwealth agencies, CAAs
receive funding from various Federal, State and local sources,
including core Federal funding from the Community Services Block
Grant (CSBG); and
WHEREAS, For every $1 of CSBG funding, CAAs in this
Commonwealth have received $14.45 in additional funding; and
WHEREAS, The Community Action Association of Pennsylvania is
a Statewide nonprofit association representing 41 CAAs that
serve all 67 counties in this Commonwealth; and
WHEREAS, CAAs are integrated into our communities to provide
people with the tools they need to improve their living
conditions and move from poverty into self-sufficiency; and
WHEREAS, CAAs contribute to community development in their
service areas; and
WHEREAS, CAAs actively recruit individuals and private,
nonprofit and community organizations to volunteer on behalf of
agency functions and agency clients; and
WHEREAS, The House of Representatives proudly notes the
flexibility of CAAs and their representatives and volunteers in
mobilizing resources, forging partnerships and offering
essential human services and opportunities for low-income
Pennsylvanians; therefore be it
RESOLVED, That the House of Representatives recognize the
month of May 2018 as "National Community Action Month" in
Pennsylvania.
