                                     AN ACT

     1  Amending the act of June 25, 1919 (P.L.581, No.274), entitled
     2     "An act for the better government of cities of the first
     3     class of this Commonwealth," authorizing campaign financing
     4     ordinances; and deleting provisions relating to the
     5     Department of Public Works and the Department of Supplies and
     6     Purchases.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 4 of Article VI of the act of June 25,
    10  1919 (P.L.581, No.274), referred to as the First Class City
    11  Government Law, is repealed.
    12     Section 2.  Article XVI of the act is amended by adding a
    13  section to read:
    14     Section 9.  The city council shall have the authority to
    15  adopt an ordinance relating to election campaign finance for
    16  candidates who are required to seek election under articles one
    17  through sixteen of this act. The campaign finance ordinance may


     1  provide for:
     2     (1)  campaign contribution limitations;
     3     (2)  public financing of those candidates;
     4     (3)  debate requirements for candidates who receive public
     5  financing;
     6     (4)  voluntary spending limitations on the candidates; and
     7     (5)  electronic filing of expense reports.
     8     Section 3.  Article XXIV of the act is repealed.
     9     Section 4.  This act shall take effect immediately.
