AN ACT 1 Designating April 28 of each year as "Workers' Memorial Day." 2 The General Assembly of the Commonwealth of Pennsylvania 3 hereby enacts as follows: 4 Section 1. Designation of "Workers' Memorial Day." 5 (a) General rule.--April 28 of each year is designated as 6 "Workers' Memorial Day" in Pennsylvania, and the Governor is 7 authorized and directed to issue a proclamation each year 8 calling on the citizens of this Commonwealth to: 9 (1) Pay tribute to the memory of those courageous and 10 dedicated members of Pennsylvania's labor force who have died 11 as a result of accidents in the workplace. 12 (2) Honor those workers who have been injured or 13 disabled in workplace accidents.
1 (3) Recognize the integrity of Pennsylvania's work force 2 and its achievements on behalf of the economic growth of our 3 Commonwealth. 4 (4) Call for vigilance and increased safety in the 5 workplace. 6 (b) Restrictions.-- 7 (1) No costs may be incurred with regard to the 8 observance of Workers' Memorial Day by the Commonwealth, a 9 political subdivision or an agency or instrumentality of 10 either. 11 (2) Workers' Memorial Day shall be regarded as a secular 12 or business day. The observance of this day may not be the 13 subject of a collective bargaining agreement to which the 14 Commonwealth, a political subdivision or an agency or 15 instrumentality of either is a party. 16 Section 2.
