English proficiency.
Section 3. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Equal access." The ability to be informed of, participate
in and benefit from public services offered by a State
department, agency or program at a level equal to English-
proficient individuals.
"Language access plan." A written plan that identifies the
languages spoken by at least 3% of the overall population within
the geographic area served by a local office of a State program
as measured by the United States Census and that demonstrates
the steps that will be taken to provide meaningful language
access to populations with limited English proficiency.
"Limited English proficiency." The inability to adequately
understand or express oneself in the spoken or written English
language.
"Oral language services." Methods to provide verbal
information and interpretation, including, but not limited to,
staff interpreters, bilingual staff, telephone interpreter
programs and private interpreter programs.
"Program." The operations of a State agency.
"Secretary." The Secretary of Administration of the
Commonwealth.
"State agency." A department, agency, board, commission or
office of the Commonwealth, including the Auditor General,
Attorney General and State Treasurer.
"Vital documents." Applications or informational materials,
notices and complaint forms offered by State agencies.
