                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for a special plate to honor prisoners of
     3     war and those missing in action; and further providing for
     4     payment to special funds.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 1361.  Special plates to honor prisoners of war and those
    10             missing in action.
    11     Upon application of any person, accompanied by a fee of $35
    12  which shall be in addition to the annual registration fee, the
    13  department shall issue to such person a special registration
    14  plate honoring prisoners of war and those members of the United


     1  States Armed Forces who the Department of Defense has determined
     2  to be missing in action. The plate may be used on a passenger
     3  car, motorcycle, motor home, trailer or truck with a gross
     4  vehicle weight rating of not more than 9,000 pounds. The plate
     5  shall have a black background with white letters and/or numbers.
     6  The registration plate shall contain the letters "POW" and "MIA"
     7  and such other numbers or letters as the department may
     8  determine and shall have the words "YOU ARE NOT FORGOTTEN" in at
     9  least ten-point bold type inscribed at the bottom of the plate.
    10  The department may modify the design of the registration plate
    11  for motorcycles.
    12     Section 2.  Section 1905 of Title 75 is amended by adding a
    13  subsection to read:
    14  § 1905.  Payments to special funds.

    16     (d)  State Veterans' Commission.--
    17         (1)  Fifteen dollars of each fee received under section
    18     1361 (relating to special plates to honor prisoners of war
    19     and those missing in action) shall be credited to the
    20     Veterans' Memorial Fund, which is hereby established as a
    21     separate fund in the State Treasury. The fund shall be
    22     administered by the State Veterans' Commission, and all
    23     moneys in the fund are appropriated to the State Veterans'
    24     Commission on a continuing basis.
    25         (2)  The moneys in the fund shall be used solely for the
    26     selection, design and construction of monuments and memorials
    27     in this Commonwealth which commemorate the services of any
    28     person who has served in the armed forces of the United
    29     States or in any women's organization officially connected
    30     therewith during any part of any war or armed conflict in

     1     which the United States has been or may hereafter be engaged.
     2     Section 3.  This act shall take effect in 60 days.
