1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, in registration of vehicles, further providing for
3period of registration.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 1307(a.1) of Title 75 of the Pennsylvania
7Consolidated Statutes is amended to read:

8§ 1307. Period of registration.

10(a.1) Seasonal registration.--Upon application on a form
11prescribed by the department, the owner or lessee of a passenger
12car, recreational motor vehicle, motorcycle, truck [or], farm
13vehicle or antique, classic and collectible vehicle which does
14not have a gross vehicle weight rating of more than 10,000
15pounds may register the vehicle with the department for a period
16of successive months of less than one year. The applicant shall
17specify the period of months during which the vehicle shall be
18registered. Except when the department initially converts a

1currently valid annual registration to a seasonal registration,
2the annual fee prescribed for the vehicle by Chapter 19
3(relating to fees) shall be paid in full by the applicant
4regardless of the number of months chosen for registration by
5the applicant. Upon receipt of the appropriate fee and the
6properly completed form, including all information required by
7this chapter, the department shall issue a seasonal registration
8that shall expire on the last day of the expiration month chosen
9by the registrant. No insurer of a vehicle belonging to any
10owner or lessee who obtains a seasonal registration and who
11applies for or receives a reduced automobile insurance premium
12on account thereof shall be required to provide any contractual
13coverage, whether in the form of the provision of a defense or
14the payment of first-party or third-party benefits or otherwise,
15to the owner or lessee in connection with any event occurring
16during that part of the year in which the vehicle is not
17registered; and such owner or lessee shall be treated for all
18purposes, including, without limitation, ascertaining rights to
19stack coverages and to uninsured and underinsured motorist
20coverage, as a person who does not own that vehicle and has no
21duty to carry financial responsibility on it for that part of
22the year.
