1Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2Statutes, further providing for definitions; and providing
3for special rules for bicycles.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 102 of Title 75 of the Pennsylvania
7Consolidated Statutes is amended by adding a definition to read:

8§ 102. Definitions.

9Subject to additional definitions contained in subsequent
10provisions of this title which are applicable to specific
11provisions of this title, the following words and phrases when
12used in this title shall have, unless the context clearly
13indicates otherwise, the meanings given to them in this section:

15"Bicycle." Every vehicle propelled solely by human power,
16and every motorized bicycle propelled by a combination of human
17power and an electric helper motor capable of propelling the
18vehicle at a speed of not more than 20 miles per hour on level

1ground upon which any person may ride, having two tandem wheels,
2and including any device generally recognized as a bicycle
3though equipped with two front or two rear wheels. The term does
4not include a vehicle with a seat height of no more than 25
5inches from the ground when the seat is adjusted to its highest
6position or a scooter or similar device.

8Section 2. Chapter 35 of Title 75 is amended by adding a
9subchapter to read:

133591. Operating a motorized bicycle.

14§ 3591. Operating a motorized bicycle.

15No person under 16 years of age may operate or ride upon a
16motorized bicycle.

17Section 3. This act shall take effect in 60 days.
