           REPRESENTATIVES, AS AMENDED, FEBRUARY 8, 1994

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, requiring drivers to turn on their lights whenever
     3     their windshield wipers are in operation; and imposing a
     4     penalty.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Title 75 of the Pennsylvania Consolidated
     8  Statutes is amended by adding a section to read:
     9  § 3718.  Use of windshield wipers and lights.
    10     (a)  General rule.--It is unlawful for the driver of a motor
    11  vehicle to fail to turn on the motor vehicle's lights any time    <--
    12  WHEN the vehicle's windshield wiper system is in operation,       <--
    13  EXCEPT WHEN THE WINDSHIELD WIPER SYSTEM HAS BEEN TURNED ON
    14  TEMPORARILY FOR THE PURPOSE OF CLEANING THE WINDSHIELD.
    15     (b)  Penalty.--A person who violates this section commits a
    16  summary offense.
    17     Section 2.  This act shall take effect in 60 days.
