AN ACT
1 Excluding veterans' SERVICE-CONNECTED disability payments as <--
2 income for certain purposes.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. Veterans' SERVICE-CONNECTED disability payments. <--
6 (A) GENERAL RULE.--Notwithstanding any other provision of <--
7 law to the contrary, veterans' SERVICE-CONNECTED disability <--
8 payments shall not be deemed income for purposes of determining
9 eligibility under any of the following:
10 (1) Section 3(1) of the act of March 11, 1971 (P.L.104,
11 No.3), known as the Senior Citizens Rebate and Assistance
12 Act.
13 (2) The definition of "income" in section 502 of the act
1 of August 26, 1971 (P.L.351, No.91), known as the State
2 Lottery Law.
3 (3) 75 Pa.C.S. § 1901(c)(16) (relating to exemption of
4 persons, entities and vehicles from fees).
5 (B) DEFINITIONS.--AS USED IN THIS ACT, "VETERANS' SERVICE- <--
6 CONNECTED DISABILITY PAYMENTS" ARE THOSE PAYMENTS RECEIVED UNDER
7 ANY OF THE FOLLOWING:
8 (1) 51 PA.C.S. § 3501 (RELATING TO RELIEF FOR DISABILITY
9 INCURRED IN ACTIVE STATE SERVICE).
10 (2) 51 PA.C.S. § 7701 (RELATING TO BLIND VETERAN'S
11 PENSION).
12 (3) 51 PA.C.S. § 7702 (RELATING TO PARALYZED VETERAN'S
13 PENSION).
14 (4) 38 U.S.C. CH. 11 (RELATING TO COMPENSATION FOR
15 SERVICE-CONNECTED DISABILITY OR DEATH).
16 Section 2. Effective date.
17 This act shall take effect in 60 days.
